FINANCE MANAGER - Jakarta
Finance Manager is a member of the Senior Management Team (SMT) at YAPPIKA-ActionAid (YAA), who will lead the financial management towards achieving the organisational vision. And this position is overall accountable and responsible for finance management, cash flow management & statutory requirement controls.

JOB ROLE
A. Organizational Representation
- Represent YAA to attend various Finance network and alliance meeting, knowledge sharing and learning forums, document and share feedback with the team and beyond.
- Participate in regular SMT meeting to contribute to the strategic direction, delivery and decision making and ensure that awareness of Finance related matters is brought to the attention of SMT members.
- Acts as focal person for YAA in the Finance to ensure that guidelines, policy and systems are effectively developed, implemented and understood by all staff.
B. Strategy Development
- Participates on the development and provide positive inputs and critical comments for the formulation/update of YAA’s strategy, policies and procedures, mainly Finance Policy and Procedures.
- Reviews, develops the strategy in Finance at country level in line with international policy and ensure the implementation of the strategic objectives assigned in Finance.
C. Organizational Systems
- This position reviews and ensures that all policies and procedures in Finance in YAA are compliant with ActionAid International standards and local relevant laws and regulations, and reflect the needs and objectives of the organisation.
- This position recommends to the Executive Director any changes that might be required to improve in Finance area of responsibilities.
- Implements all necessary policies and procedures to ensure that correct procedures are followed by staff under supervision.
- This position ensures timely implementation of Financial related audit action plan.
D. System Compliance & Governance
- Responsible to adhere/comply with approved organisational policies and procedures including reporting.
- This position provides periodic input and advice at board meetings on Finance (as and when requested/instructed by ED).
- This position ensures smooth and effective functioning between Finance and Fundraising Committee of the Board.
KEY DUTIES AND RESPONSIBILITIES
A. Budgeting and Planning
- Prepare Finance budget planning to ensure that the control of expenditure and the disbursement of resources in Finance are in accordance with the established procedures.
- Lead the development, review and consolidation of YAAs overall as well as project-wise financial plans and budgets; and the annual national resource allocation.
- Support Programme team and Fundraising team in preparation of budget for proposal development.
- Ensure organisational Annual Cost Recovery Plan, Funding Gap analysis are done and shared among the SMT.
- Ensure the calculation of accruals budget each month for severance and compensation.
B. Monitoring & Reporting
- Monitor, review and update the annual budgeting and planning for YAA to ensure sound budget management and to ensure YAA has all the resources required to meet its objectives within agreed financial parameters.
- Review and ensure the Top 10 Basics in financial management of YAA.
- Conduct quarterly review of the Balance Sheet items and take corrective measures as required.
- Ensure the preparation of Finance reports to ensure that it meets the requirement of YAA compliances.
- Keep up to date information and data and provide the analysis when required for the continuous improvement of YAA financial policies and procedures.
- Prepare monthly/ quarterly/yearly financial report on Finance and share it with the SMT.
- Responsible for donor financial reporting and compliances.
C. Finance and Treasury Management
- Control of expenditure and the disbursement of resources of the budget in Finance to ensure the compliance with financial policy and procedure manual.
- Review the cash position for local accounts to ensure sufficient funds on hand for disbursements.
- Review the bank reconciliation statements.
- Prepare cashflow forecast based on approved annual plan and review on quarterly basis.
- Monitor the exchange rate fluctuations and advise the SMT on financial implications and further actions.
D. Staff Management & Capacity Development
- Ensure an enabling environment for staff performance, recognition and reward of Finance in charge to encourage staff productivity, innovation and performance (e.g. facilities, equipment, duty facilitation, team building etc.).
- Participate in the review of staff job descriptions and setting of performance standards.
- Involve in recruitment of staff under supervision.
- Assign performance objectives to supervised staff, conduct comprehensive performance appraisal of supervised staff and provide/obtain feedback when necessary.
- Ensure that performance records of staff under supervision are submitted to HR on time.
- Provide induction, training, coaching, mentoring and advice to supervised staff to ensure that they understand and carry out their responsibilities effectively.
- Conduct training on Finance for staff/partners, etc to enhance the capacity in financial management.
- Develop and update Finance training modules on a regular basis.
- Provide technical support, guidelines and inputs for Finance related activities.
- Facilitate the trainings, workshops, etc on Finance.
- Conduct capacity assessment to guide capacity plan around Finance team.
- Work with CHR to identify training needs and development opportunities for supervised staff
- Provide document and share key lessons learnt with other team members, functions, etc.
- Share SMT discussion and decision with the team.
E. Other Institutional Responsibility
- Lead in the organisational audit process and liaise with auditor and Grants and Compliance Specialist for donor funded project audits.
- Prepare overall audit action plans and update senior management of implementation status of audit action plan.
- Conduct periodic risk analysis for financial management of organisation and prepare mitigation plans.
- Support in Proposal Development, Contract Management, Funding Management.
- Support in Partnership Development and Management.
- Support in project planning, development, implementation, start-up/phase-out.
F. Key Relationships to reach solutions
Internal : All departments of YAA, AA International Offices
External : Other INGOs, Government Line Agencies, Alliances and other stakeholders
QUALIFICATIONS / EXPERIENCE:
- Bachelor’s Degree in Finance or equivalent with at least 10 years of relevant experience.
- Accounting or Financial Management Qualification such as CPA are preferable.
- Experience working in a senior management role is preferable.
- Experience in developing financial management systems, policies and procedures is preferred.
- Experience of allocating, managing, approving and monitoring departmental budget is preferable.
- Experience of working in a multi-cultural environment
- Experience of people/team management.
- Experience of working in non-profit organisations, foundation OR in donor funded projects is preferable.
- Thorough understanding of development and human right issues in the country.
- Understanding of the project cycle management and role/significance of finance in the cycle.
- Good understanding of financial best practices in non-profit organisations.
- Excellent communication skills (reading, writing, listening, and speaking) in Indonesia.
- Good communication skills (reading, writing, listening, and speaking) in English.
- Excellent people/interpersonal skills including listening, communication, coordination, collaboration and influencing.
- Proven self/people management skills.
- Demonstrated ability to work under reasonable pressure, deadlines, and multiple priorities.
- Expert in analysing data and translating them into easily understandable user-friendly information.
- Skilled at solving problems using innovative approach.
